When Republicans took control of Congress in 1995, Rep. Harris Fawell (Ill.-Dist. 13) introduced stand-alone AHP legislation that was approved by the House in 1996 as a portion of the Health Insurance Portability and Accountability Act (HIPAA). However, the AHP legislation was dropped in conference due to opposition from the Clinton Administration.
